FAHASS Faces Major Federal Funding Cuts, Shifts Toward Sustainability and Community Support

August 2, 2025

Fredericksburg, VA – Fredericksburg Area Health and Support Services (FAHASS), a longstanding nonprofit committed to eliminating health and wellness barriers for the underserved, is confronting a devastating blow: over $850,000 in federal funding has been slashed from its Ryan White Part B grant — a staggering 50% cut.

This loss, combined with anticipated future funding reductions, has already forced staff layoffs and the elimination of critical services. But in the face of these challenges, FAHASS is not retreating. Instead, the organization is adapting — with three new initiatives focused on sustainability, independence from government grants, and continued care for vulnerable populations.

Key Facts:

  • 💸Massive Federal Cuts:
    • FAHASS’s largest grant, Ryan White Part B, was reduced by more than $850,000.
    • This represents a 50% funding decrease.
  • ⚠️Impact on Services:
    • Loss of funding has resulted in 7 staff layoffs.
    • Eliminated programs include:
      • Mental Health Services
      • Medical Transportation
      • Food and Fuel Assistance
      • Insurance Co-Pay Assistance
      • Rental and Housing Assistance
      • Dental Program
  • 🏠 HOPWA Program Ending:
    • Housing Opportunities for Persons With AIDS (HOPWA) program is expected to be eliminated by end of 2026.
    • Over 75 households are at risk of losing housing as a result.
  • 🔄Pivot to Sustainability: FAHASS is launching three key programs to reduce reliance on government grants:
    1. Mental Health Program Expansion
      • No longer funded by grants, the program will now operate via medical billing.
      • FAHASS will recruit interns seeking licensure in mental health to offer low- or no-cost services to the uninsured.
    2. Pharmacy Program
      • Supporters can help FAHASS by switching their prescription services at no cost to themselves.
      • Medications are delivered to the door, and in many cases, FAHASS can even cover co-pays.
      • To participate, email [email protected] for a provider form.
    3. Homecare Program Launch
      • Mosaic Care Center will offer Personal Care Assistance and Respite Services for individuals with Medicaid or Medicare.
      • Services will be led by a team including a Geriatric Care Manager, Nurse Practitioner, and Registered Nurse.

FAHASS leadership is calling on the community to help ensure these programs succeed — not only to keep vital services alive, but to build a more independent and sustainable future for healthcare in the region. For more information or to support FAHASS programs, visit www.fahass.org.
